Is the "Ongoing live channel" count the same thing as the "concurrent livestream" count?

Yes, they are the same. You can confirm your concurrent livestreams from the "Ongoing live channel" section of the dashboard module.

Please keep in mind that you can not create any new live events once you have reached your maximum number of concurrent livestreams. You can reduce your concurrent livestream count by archiving events you no longer plan on using.
